Kusanagi is a cyborg with the mind of a human who gave up her mortal flesh to be uploaded. Our main character works for public sector 9. There's also an 'internet' for consciousnesses, and this network connects everything. So overall setting: we're in a world in the future where people can upload their consciousness to machines, called shells.
